Climate Change and Energy Efficiency

The Clean Development Mechanism (CDM) of the Kyoto Protocol provides the framework for ARPEL members to support worldwide efforts to reduce greenhouse gases (GHG) emissions in Latin America and the Caribbean while contributing to sustainable development initiatives in the Region.

The CCEEC focuses on improving the energy efficiency management as part of the GHG emissions management, reinforcing the capacity of the Region's industry and governments to develop projects and implement technologies for GHG emissions’ reductions that could also get carbon credits under the Kyoto Protocol, thus taking advantage of the regional and international schemes existent for emissions trading.

Objectives

To strengthen the corporate management of ARPEL members with regards to climate change and energy efficiency through the exchange of technology, best practices, experiences and lessons learned; creating awareness of the associated opportunities and risks. To promote cost-effective actions to improve energy efficiency and provide expertise in the development of GHG emissions’ reduction projects, taking the advantage of the potential benefits from participating in carbon markets. *To interact with organizations, scientific experts, regulators and other stakeholders, being ARPEL a valid interlocutor in climate change and energy efficiency topics.

Achievements

Organization of several international and multi-institutional workshops on proactive actions to reduce GHG emissions in a cost-effective way and analyzing the advances of the regional and international carbon markets. Assistance to Member Companies in formulating and developing energy efficiency projects aiming at crediting the achieved emissions’ reductions. Technical publications contributing to capacity building of stakeholders as well as to the dissemination of information and approaches with regards to GHG emissions reduction and its potential crediting within regional and international carbon markets. Advances in the understanding - by regional industry and governments - of the potential for CDM projects as well as other GHG emissions’ reduction crediting mechanisms in the Region. ARPEL is an accredited organization to participate as official Observer in the Conferences and Meetings of the Parties to the Kyoto Protocol and its Subsidiary Bodies. Successful working relation with relevant organizations such as IPIECA, UNEP, World Bank, Global Gas Flaring Reduction Partnership and CIDA.

Activities

Improvement of virtual interaction among Member Companies through the development of networks involving the Committee Members and other specialists Updating of the ARPEL Environmental Guideline on “Estimating energy indexes for upstream and downstream oil and gas facilities”, and development of a questionnaire on energy consumption and GHG emissions
*Development of a document which describes the role and challenge that ARPEL faces regarding several of the topics to be addressed at the 15th Conference of the Parties (COP15)
