The ARPEL – IICA Handbook on Biofuels was published

Jointly developed by ARPEL (through its Biofuels Project Team) and the Interamerican Institute for Agricultural Cooperation (IICA for Spanish acronyms), this Handbook has the objective to document the best practices of production programs implementation and use of biofuels based on experience, the difficulties and achievements accomplished by the different countries. It includes all aspects that make up a sustainable biodiesel production, as well as many issues related to alcohol biofuel, considering all the production chain, from the agricultural stage to the distribution to the final consumer, inclusively. On the next months, ARPEL will complement the Handbook by attaching to it information exclusively related to alcohol biofuel.

ARPEL Annual Incidents Statistics Report with data for the year 2008

1: The english version of the Report will be published within the upcoming weeks.
2: We would like to thank all the companies that participated in this report for having sent the statistical data to the ARPEL Secretariat on time, thus enabling us to publish the Annual Incidents Report by the middle of the year. We hope to keep on receiving the support from our member companies in order to follow these same deadlines in future reports.
3: This benchmarking activity will be the basis for the work to be done by experts from our member companies through the ARPEL Virtual Forum in safety issues to be launched in September 2009 .

Annual Report 2007 - 2008
We are pleased to inform that the ARPEL Annual Report 2007 – 2008 (pdf format) is now available.
Effective Trans-boundary Movement of Equipment and Personnel during Oil Spill Response
Operational procedures of any oil spill co-operation agreement have to address the conditions to have equipment and personnel from one country enter into the other’s territory. These procedures should be developed in conjunction with the customs and immigration government authorities, based on the legislative framework of the countries, keeping always in mind the ultimate purpose of these procedures, namely, to provide immediate and efficient access to external resources. This report –prepared by the ARPEL Emergency Response Planning Working Group- provides a first approach to the issues to be considered (i.e., best practices) when devising an appropriate legislative, regulatory and procedural framework for the trans-boundary movement of equipment and personnel during oil spill response, while developing/optimizing a bilateral co-operation agreement, and is based on the experience gathered regionally and worldwide. These issues include customs, immigration, insurance, responder liabilities, mobilisation issues, rates for equipment rental, financial risks, health and safety, security and Tier 3 Centres involvement.
