Horacio is an Argentine chemical engineer from the National University of La Plata. In 1994, he earned his Master of Science degree in Petroleum Engineering from the University of Texas at Austin, and in 2009 he completed the Executive Program at Stanford University’s Graduate School of Business.
Throughout his professional career of more than 35 years, Horacio has worked in the oil and gas industry, developing growth strategies for the energy sector in several countries in addition to Argentina, such as the United States, Mexico, Venezuela, Colombia, Ecuador, Peru, and Bolivia. He has made significant contributions to the growth and international expansion of the industry, holding several positions in Operations, Development, Exploration, and Strategy.
Currently, as President and CEO of YPF, he has created and implemented an ambitious plan called “4x4,” challenging the entire organization to work around four strategic pillars that will undoubtedly strengthen the company and its future.
In addition, Horacio is a highly respected professional in industrial settings and a key reference in the regional energy sector. In 2024, he received the Distinguished Alumni Award from the Department of Petroleum and Geosystems Engineering at the University of Texas at Austin, as well as the “Ing. Gerardo M. Lasalle” Award from the Argentine Academy of Engineering in recognition of his professional career. In April 2025, he received EY Argentina’s Entrepreneur of the Year® Award in the Executive category.

Daniel Yergin is Vice Chairman of S&P Global. He is a highly respected authority on energy, international politics, and economics, and a Pulitzer Prize winner. He chairs S&P’s CERAWeek conference, which CNBC has called “the Super Bowl of world energy”.
Time Magazine said, “If there is one man whose opinion matters more than any other on global energy markets, it’s Daniel Yergin.” The New York Times called him “America’s most influential energy pundit” And The Wall Street Journal described him as “the energy sage”.
He plays a leadership role in the Commodity Insight research at S&P Global and recently led studies on LNG as a major new U.S. export industry and on “Copper in the Age of AI”.
Dr. Yergin’s most recent book The New Map: Energy, Climate and the Clash of Nations is described by NPR as “a master class on how the world works,” and in The Washington Post as “a tour de force of geopolitical understanding.,” It has been translated into 14 languages.
A Pulitzer Prize winner, Dr. Yergin is the author of the bestseller The Quest: Energy, Security, and the Remaking of the Modern World. The Quest, which The New York Times said it is “necessary reading for C.E.O.’s, conservationists, lawmakers, generals, spies, tech geeks (and) thriller writers.” Bill Gates summed up his review of The Quest by saying, “This is a fantastic book.”
Dr. Yergin is known around the world for his book The Prize: The Epic Quest for Oil Money and Power, which was awarded the Pulitzer Prize. It became a number one New York Times best seller and has been translated into 20 languages.
Of Dr. Yergin’s book Commanding Heights: The Battle for the World Economy, which has been translated into 13 languages, The Wall Street Journal said, “No one could ask for a better account of the world’s political and economic destiny since World War II.” Both The Prize and Commanding Heights were made into award- winning television documentaries for PBS and BBC, which Dr. Yergin co-produced, co-wrote, and narrated.
Dr. Yergin is a senior trustee of the Brookings Institution and a member of the Energy Advisory Council of the Dallas Federal Reserve. Dr. Yergin served on the U.S. Secretary of Energy Advisory Board under four U.S. presidents.
Among his honors, both the Prime Minister of India and the United States Association have presented Dr. Yergin with a “Lifetime Achievement” awards and the U.S. Department of Energy awarded him the first “James Schlesinger Medal for Energy Security.” The University of Pennsylvania presented him with the first Carnot Prize for “distinguished contributions to energy policy.” Dr. Yergin was awarded the Gold Medal of the President of the Republic of Italy for combining “an understanding of the dynamics of the market with a broad view of the forces of geopolitics as he seeks to point the way to the positive outcomes for the world community.
Dr. Yergin is a member of the advisory boards for the Columbia University Center on Global Energy policy and the MIT Energy Initiative.

In his most recent career, he has served as CEO of global companies, in charge of international and regional investment projects. He was CEO for the Southern Cone of the French company Alstom, and Commercial Director for Latin America of the Energy Renewable Business of General Electric.

Andrés Rebolledo Smitmans was re-elected as Executive Secretary of the Latin American and Caribbean Energy Organization (OLACDE) for the 2026–2029 term during the 55th Meeting of Ministers of Energy of OLACDE, held in Chile in October 2025, in accordance with the provisions of the Lima Agreement.
His re-election reflects the endorsement of member countries for the management carried out between 2023 and 2025, a period during which OLACDE consolidated its position as a regional technical and political benchmark in energy integration, clean energy transition, international cooperation, and capacity building.
With more than 30 years of professional experience, Andrés Rebolledo has held senior technical and political positions in the energy sector, international economic relations, and multilateral organizations. He is an economist from the University of Chile.
He served as Chile’s Minister of Energy (2016–2018), leading a profound transformation of the Chilean energy sector through the large-scale incorporation of non-conventional renewable energy, promoting a cleaner, more competitive, and more efficient energy matrix. During his tenure, regulatory frameworks were developed to promote electromobility, and strategic foundations were established for the development of green hydrogen, through a broadly participatory process involving public and private stakeholders.
He also held the positions of President of Chile’s National Oil Company (ENAP), Vice Minister of International Economic Relations, Ambassador of Chile to Uruguay, Representative to the Latin American Integration Association (ALADI), and consultant to the Inter-American Development Bank (IDB) and other international organizations.
In academia, he has taught in postgraduate programs at various Chilean universities and served as Dean of the Faculty of Administration and Business at SEK University of Chile between 2020 and 2022.
During his current 2026–2029 term, his leadership is focused on deepening regional energy integration, strengthening energy diplomacy, accelerating the adoption of clean technologies, promoting energy security and universal access, and advancing OLACDE’s institutional modernization, positioning Latin America and the Caribbean as a region capable of delivering energy solutions on the global stage.

When heading Snam Strategy, he was the initial promoter of the Gas for Climate 2050 initiative and launched the CNG/SSLNG and biomethane activities.

Brian Sullivan joined Ipieca as the Chief Executive Officer in 2011 following a 23 year career in bp. He graduated in Metallurgy and Materials Science from Imperial College, London, UK and was recruited into bp's Refining and Marketing international graduate programme in 1986.
During his time with bp he has had a varied career of technical, commercial, financial and leadership roles across the downstream value chain including crude and products trading, marine fuels, lubricants and alternative energy.
During his tenure at Ipieca, he has overseen the growth of the Association and leads their contribution to the 2030 Agenda for Sustainable Development, the Paris Agreement and the Energy Transition. 2022 saw the launch of the Ipieca Principles, a new condition of membership promoting support for UN agreements and practices that align with them.
He is a Fellow of the Energy Institute.

Dr. Jennifer L. Miskimins is a Professor and the Department Head of the Petroleum Engineering Department at the Colorado School of Mines, where she holds the F.H. Mick Merelli/Coterra Energy Distinguished Department Head Chair. Dr. Miskimins earned a BS from the Montana College of Mineral Science and Technology, and MS and PhD degrees from the Colorado School of Mines, all in petroleum engineering. She has over 35 years of experience in the petroleum industry, holding multiple positions in both industry and academic.
Dr. Miskimins currently serves as the 2026 SPE President. She was the first person to specifically represent the “completions” discipline on the SPE Board of Directors as the inaugural Completions Technical Director. In 2014, she was awarded the SPE International Completions Optimization and Technology Award, in 2022, she received the SPE International Distinguished Achievement Award for Petroleum Engineering Faculty, and she is also an SPE Distinguished Member.

He has been a university professor since 1986 and currently continues as a tenured full professor.
Between 1992 and 1996, he served as Director of Information Technology for the Province of Catamarca.
He was Dean of the Faculty of Technology and Applied Sciences at the National University of Catamarca from 1999 to 2007.
He was a member and president of the Federal Council of Engineering Deans (CONFEDI) and served as Vice President of the Ibero-American Association for Engineering Education (ASIBEI).
He served as Rector of the same university from October 2007 until 2021, when he was elected National Senator for the Province of Catamarca.
As Rector, he was a member and president of the National Interuniversity Council (CIN), which brings together all rectors of Argentina’s public universities.
During his tenure as Rector, he also participated in and presided over numerous Argentine, Latin American, and European academic networks.
Since December 10, 2021, he has served as National Senator for the Province of Catamarca and is the Chair of the Mining, Energy and Fuels Committee in the Honorable Senate of the Nation.

Since 2008, she has worked in Uruguay’s energy sector. She served as an Advisor in the Liquid and Gaseous Hydrocarbons Area at the National Directorate of Energy – MIEM (2008–2009), as a Professional Advisor in the Hydrocarbons Oversight Area at URSEA (2009–2011), as Director’s Assistant and Director of the Technical Advisory Office at the National Directorate of Energy (2011–2016), as Advisor to the Board of Directors of ANCAP (2016–2020), and as Technical Advisor for Strategic Affairs at ANCAP (2020–2025).
In her management roles, she was responsible for leading negotiations with national and foreign public and private institutions and companies, as well as with regional governments, on gas and electricity integration.
She represented Uruguay in the UNASUR Energy Group, the URUPABOL Energy Commission, the International Renewable Energy Agency (IRENA), the IIRSA Energy Infrastructure Group, the OLADE Board of Experts and Ministers’ Meetings, the World Bank and ECLAC Regional Energy Dialogues, among others.

The Institute of the Americas Energy & Sustainability Program works to foster a deeper understanding of the most critical energy issues facing the Western Hemisphere. Jeremy spends his time delving into the geopolitics of energy and closely following energy industry trends and policy issues across the Americas, and is a frequent commentator and writer on Latin American and energy issues.
Jeremy has testified before the US Congress on energy issues in Latin America, teaches a graduate course in Latin American Energy Policy at UCSD and the University of San Diego (USD) and serves on the Board of Advisors for the Inter-American Dialogue’s Energy Advisor newsletter. Kenneth B. Medlock III, Ph.D., is the James A. Baker, III, and Susan G. Baker Fellow in Energy and Resource Economics at the Baker Institute and the senior director of the Center for Energy Studies. He is also the director of the Masters of Energy Economics program, and he holds adjunct professor appointments in the Department of Economics and the Department of Civil and Environmental Engineering at Rice University. Medlock is also a Distinguished Fellow at the Institute of Energy Economics, Japan; he is a member of the Advisory Board of the Payne Institute at the Colorado School of Mines; and he is a member of the Advisory Committee of the KAPSARC School of Public Policy. In 2012–13, Medlock held the prestigious Haydn Williams Fellowship at Curtin University in Perth, Australia.
Medlock teaches advanced courses in energy economics and supervises Ph.D. students in the energy economics field. He has published numerous scholarly articles in his primary areas of interest, which include natural gas markets, electricity markets, energy commodity price relationships, transportation, national oil company behavior, economic development and energy demand, energy use and the environment, and various energy transitions topics ranging from engineered and nature-based carbon capture to hydrogen to the economic drivers of technology adoption. He has testified multiple times on Capitol Hill on U.S. energy exports and electricity market evolution, has spoken at OPEC, and is frequently asked to speak about global and domestic energy issues.
Medlock is the past vice president for conferences for the United States Association for Energy Economics (USAEE), and he previously served as vice president for academic affairs. In 2001, he won (jointly with Ron Soligo) the International Association for Energy Economics Award for Best Paper of the Year in the Energy Journal. In 2011, he was given the USAEE’s Senior Fellow Award, and in 2013 he accepted the USAEE’s Adelman-Frankel Award for the Center for Energy Studies. In 2019, Medlock was awarded the Lifetime Achievement Award for the Advancement of the Education of Future Energy Leaders by the Abdullah Bin Hamad Al-Attiyah Foundation. In 2025, he received the OPEC Award for Research in recognition of “a career dedicated to the objective study and balanced analysis of the energy sector.” He is also an active member of the American Economic Association and is an academic member of the National Petroleum Council. Medlock has also served as an advisor to the U.S. Department of Energy and the California Energy Commission in their respective energy modeling efforts.

Participated in the development of the Camisea field, Peru’s most important hydrocarbon project, including its exploitation, transportation, and distribution phases. She also contributed to drafting regulations for Peru’s Organic Hydrocarbons Law, covering new rules related to the development of the gas industry in Peru.
With over 10 years of experience in the oil and gas industry, she joined PERU LNG in 2006 to manage legal matters related to the export project.
In 2017, after more than 10 years as Legal Manager at PERU LNG, she became General Manager of PERU LNG, and since 2024, she has served as Senior Vice President and Country Manager of Hunt Oil Company.
Her extensive knowledge of upstream activities (oil contract negotiations, exploration, and production) and downstream activities (sales, transportation, distribution, refining, and processing of hydrocarbons) has allowed her to teach courses for both public and private sectors, including the Peruvian Tax Administration, OSINERGMIN (Peru’s regulatory body for hydrocarbon activities), National University of San Marcos, University of Applied Sciences, UTEC, among others.
In 2023, she was appointed President of the Hydrocarbons Committee at the National Society of Mining, Oil and Energy, after serving as Vice President from 2021 to 2022.
In 2023, she received the “Women in LNG in Latin America” award at the international LNG Global conference (held in Cartagena, Colombia).

Marta Inés D´Angiola lives in Buenos Aires, Argentina. She has worked for the past ten years as a Advisor Geologist in the Interpretation and Evaluation Services Team at Weatherford. She served as President of the Argentine Chapter of SPWLA from 2020 to 2023 and was recently elected Regional Director for Latin America for the 2024–2026 term.
She coordinated the Magmatism and Petroleum Systems Symposium at the 11th Exploration and Development of Hydrocarbons Congress (Mendoza, 2022). She currently leads the Geoscience Training Program at the Argentine Institute of Oil and Gas (IAPG) and co-coordinates the Posters and Transects section for the upcoming Exploration and Development of Hydrocarbons Congress (CONEXPLO).

Professional with more than thirty years of experience in the refining industry. He is Mechanical Engineer (ITBA – Argentina) and has a Master in Economics and Business Administration (ESEADE – Argentina).
He began his career at the Buenos Aires Refinery of Shell CAPSA (currently Raízen Argentina S.A.U.) working in different areas including Plant Shutdown Management and the Planning and Economics Department of the refinery. He is the Purchasing and Contracting Manager and the Regional Internal Audit Manager (Southern Cone cluster). In 2001 he joined Shell Global Solutions International (Netherlands) as a refining management consultant, providing support to external and Shell group refineries in various countries.
In 2006 he returned to Argentina, as Engineering Manager of the refinery and later took charge of Production Management and then General Management.
Since October 2018, he has served as Director of the Buenos Aires Refinery with a prominent role in the execution of decarbonization projects at the refinery.

In this role, Rojas leads the growth and consolidation of Promigas as an organization with more than 50 years of recognized track record, bringing together 21 companies engaged in natural gas transportation and distribution, LNG regasification, electricity distribution, energy solutions, and integrated services for industry, with operations in Colombia, Peru, and Chile.
Prior to joining Promigas, Juan Manuel Rojas served as Corporate Vice President of Strategy and New Businesses at Ecopetrol, where he was responsible for defining the strategic vision for business development across the oil and gas, electricity, and other energy businesses. Between 2011 and 2016, he was New Business Manager at Pan American Energy and Chief Executive Officer of Bridas Corporation, both leading hydrocarbon production companies in the Southern Cone.
Throughout his career, he has stood out in senior leadership roles, as a consultant, and as a lecturer and speaker at renowned universities. He served as a World Bank consultant on energy projects in Africa, Bolivia, Honduras, and Brazil, and also held the position of Vice Minister of Energy in Colombia between 2000 and 2001.

Florencia Carreras is the Regional Manager for Latin America and the Caribbean at the International Methane Emissions Observatory (IMEO) of the United Nations Environment Programme (UNEP). She has extensive experience as a legal advisor in the public sector, having primarily served as an environmental legal advisor to the Office of the Chair of the Environment and Sustainable Development Committee of the Argentine National Senate.

He is a Professor of Petroleum Engineering at the Instituto Tecnológico de Buenos Aires and an instructor of professional training courses. He retired from Petrobras Argentina, where his last position was Senior Technical Advisor in the unconventional resources area.
Over more than 30 years of experience, he held various technical and managerial roles in E&P operations, including engineering, field development, revitalization of mature fields, and project evaluation in Argentina and several other Latin American countries. In this role, he was responsible for evaluating opportunities and development plans for E&P projects in Venezuela (second and third bidding rounds), Peru (onshore and offshore), Bolivia, Ecuador, Brazil (during the opening of the industry following the end of the state monopoly), and Colombia. Through this work, he developed a strong understanding of the regulatory systems in these countries, the technical particularities of the activity, and an extensive network of industry contacts.
He is an active member of the Society of Petroleum Engineers, where he served as Chairman of the Patagonia Section, Chairman of the Argentina Petroleum Section, and Regional Director for South America and the Caribbean. In 2020, he was recognized as a Distinguished Member.
