Manual for Pipeline Integrity Management

Developed by ARPEL, this Manual suggests the best integrity management practices for pipelines of liquid hydrocarbons, gas and biofuels aiming at achieving excellence in their responsible operational, social and environmental management. The Manual includes a digital file with a check list for each threat (internal corrosion, external corrosion, forces of the nature, third-party actions, and operational mistakes) with the objective to simplify the revision and compilation of the required information to support the failure probability assessment and the consequences during risk analysis process. This Manual also includes the means, actions and methods to detect damage and mitigate threats as a support for acting on failure probability or damage susceptibility of each threat. ARPEL Report on Incidents´ statistics - 2003 data

One of the activities of the Environment, Health and Safety Committee of the Regional Association of Oil and Natural Gas Companies in Latin America and the Caribbean (ARPEL) is focused on the ARPEL initiative to gather information about occupational injuries, illnesses and fatalities in the oil industry in Latin America and the Caribbean. The attached report represents the eleventh annual compilation of data related to occupational injuries, illnesses and fatalities for ARPEL Member Companies. It provides a comparative analysis of the occupational health and safety performance of the oil industry in 2003 for those ARPEL Member Companies participating in the report.

Compendium of GHG Emissions Estimation Methodologies

The API Compendium of Greenhouse Gas Emissions Estimation Methodologies for the Oil and Gas Industry (referred to as the “Compendium”) was initially distributed in June 2001 as a “Pilot Test” version. This updated version is designed to allow for consistent estimation of carbon dioxide, methane and N2O emissions from oil and gas industry facilities and process units.

The Compendium is the product of three years of work by an Oil and Gas Industry Task Force consisting of industry experts in measuring, calculating and reporting GHG emissions. This new version of the Compendium is also based on extensive comments and observations received from experts within other industry trade associations, governmental agencies and non-governmental organizations during their road testing of the earlier 2001 version of the Compendium. World Summit on Sustainable Development - IPIECA Report

The World Summit on Sustainable Development (WSSD) met from 26 August – 4 September 2002 in Johannesburg, South Africa. The real implications of the outcome will come into sharper focus for both governments and business, towards the end of the year, when the UN General Assembly adopts a post-Summit plan of action in November. Only then will national governments, local governments, business associations and companies have an opportunity to analyze the emerging policies and take appropriate action.

Environmental Impact Assessment Process

The purpose of these guidelines is to present a set of recommendedprocedures for the integration of environmental and socialconsiderations into the overall planning process for hydrocarbonexploration and development projects. The guidelines serve as anumbrella or focus for, and extension of, the other ARPEL environmental operating guidelines. Application of the environmentallysound procedures contained in the operating guidelines is an importantcomponent of the EIA process.

The guidelines are necessarily of a generic nature. The environmentalimpact assessment process is presented as a planning tool with theemphasis on a role of self-assessment in the application of its guidingprinciples. The process is intended to be capable of beingself-administered and independent of any legal requirement forenvironmental impact assessment that may exist in the nationallegislation of individual countries. Where appropriate, however, theprocess should be readily adaptable to accommodate any regulatoryrequirements that do exist in existing legislation(s).

The need for a corporate organizational structure to introduceenvironmental and social factors into the planning process at allmanagement and operational levels is addressed, as well as the timingof their introduction.

Following international trends, the guidelines contain a phasedapproach with scoping and screening procedures that can be applied toensure that the level of detail contained in the assessment is relatedto the perceived magnitude of the environmental effects associated withvarious types of projects. Suggested threshold criteria are presentedfor adoption in the screening process.

CDM Methodologies Booklet

This booklet provides concise summaries of approved CDM methodologies. It is arranged to assist CDM project developers in identifying methodologies that are suitable for their projects. The intention of producing the booklet is to achieve the objective of the CDM Executive Board (EB) to raise awareness of CDM methodologies.

The Clean Development Mechanism (CDM) requires application of a baseline and monitoring methodology in order to determine the amount of Certified Emission Reductions (CERs) generated by a mitigation project in a project host country. Methodologies are classified into four categories: • Methodologies for large scale CDM project activities; • Methodologies for small scale CDM project activities; • Methodologies for large scale afforestation and reforestation (A/R) CDM project activities; • Methodologies for small scale A/R CDM project activities.

Oil Spill Contingency Planning in LAC

Following a request from the 2011 International Oil Spill Conference (IOSC) Executive Committee, the Workshop was organized by ARPEL as part of the activities of MOBEX Amazonia 2010, an event organized by Clean Caribbean and Americas and sponsored by PETROBRAS (www.petrobras.com). ARPEL is co-sponsor of the 2011 IOSC.

During the event, professionals from the oil and gas industry and other stakeholders shared experiences on the importance of three central themes related to oil spill contingency planning and response: type of operations, geography, and planning and management.

The report with data for 2009 represents the thirteenth annual compilation of data related to occupational injuries, illnesses and fatalities for ARPEL Member Companies. It provides a comparative analysis of the occupational health and safety performance of the oil industry in 2009, and in the period 1997-2009, for those ARPEL Member Companies participating in the report. Said Companies may request a copy of the report by directly contacting the ARPEL Secretariat.
