Carlos Garibaldi, Secretario Ejecutivo de Arpel: “Seguiremos haciendo de la colaboración la esencia de nuestra misión”

Tenemos el orgullo de celebrar los 61 años de Arpel. Nuestra asociación fue fundada en Río de Janeiro un 2 de octubre de 1965 por ocho empresas estatales. A lo largo de su trayectoria se incorporaron empresas privadas independientes regionales, empresas integradas globales, trasportadoras de hidrocarburos, empresas de GNL y refinadoras. Se sumaron también como miembros cooperativos empresas globales proveedoras de bienes y servicios.

Nuestra red colaborativa de expertos brinda a los socios asistencia técnica recíproca para resolver problemas puntuales técnicos o de gestión, y una plataforma para la mejora continua, al compartir nuestras mejores prácticas. Publicamos guías, manuales, white papers de posición, y ofrecemos talleres, webinars y cursos.

Desde nuestro origen nos seguimos enfocando en lo básico: operaciones eficientes y seguras.

Hoy impulsamos seguir operando de manera responsable y sensible a los mandatos sociales que genera la urgencia de amortiguar los efectos del cambio climático. Acentuamos en consecuencia la urgencia de lograr mayores eficiencias energéticas y descarbonizar nuestras operaciones, procesos e instalaciones para reducir drásticamente nuestras emisiones de gases de invernadero, las de metano especialmente.

Nos enfocarnos en paralelo entonces en dos columnas principales: en la excelencia operacional como siempre, y en la resiliencia del sector. Las apuntalamos con diez comités que atienden temas de los segmentos de la cadena de valor y temas transversales a todos ellos, como la transformación digital, la ciberseguridad industrial, la gestión del agua, la seguridad e integridad de procesos, etc.

Buscamos ser entonces una plataforma de negocios y un referente regional que fortalezca nuestro sector, manteniéndolo competitivo y resiliente como proveedor sustentable de productos energéticos. En este sentido, debemos continuar impulsando la exploración, el desarrollo, la producción, el transporte y la refinación de hidrocarburos, porque continuarán siendo la base del sistema energético global por el futuro predecible.

Eso se debe a que es ya evidente que las energías renovables no reemplazan, sino que se suman a los hidrocarburos frente a la siempre creciente demanda energética, y que estamos experimentando una evolución más que una transición transformativa hacia un estado final radicalmente distinto. Nuestra industria de los hidrocarburos deberá entonces seguir siendo la industria de industrias, la garante de la seguridad y la asequibilidad energética.

Arpel se encarga de llevar esos mensajes a nuestra región y al mundo. Tenemos relacionamiento directo con los gobiernos (ministerios de energía, organismos de aplicación y regulación) y las asociaciones empresariales, profesionales e intergubernamentales nacionales, regionales y mundiales pertinentes. De hecho, somos la única asociación de la región convocada a foros de organizaciones intergubernamentales, tanto regionales como globales (como OLACDE, COP, OPEP), para representar los intereses de la industria de los hidrocarburos de nuestra región. Hablamos frente a ministros, comités parlamentarios y audiencias ambientales. Damos también clases magistrales a estudiantes universitarios y talleres informativos a periodistas sobre temas generales, como el rol del petróleo y el gas, y temas puntuales como los shales y el fracking.

Nuestra muy exitosa 8ª Conferencia Arpel (Buenos Aires, junio 1-4 de 2026) sirvió para reforzar nuestros mensajes, pero también de insumo para seguir interpretando las inquietudes e intereses de nuestros socios. Contó con la presencia de 110 disertantes entre autoridades gubernamentales e intergubernamentales, CEOs y otros ejecutivos, asociaciones empresarias y profesionales nacionales, regionales y globales, think tanks, consultoras, académicos, periodistas y profesionales, sumando en total más de 600 asistentes provenientes de 25 países de la región, Europa, Medio Oriente y África.

Nuestro evento insignia fue posible gracias al generoso apoyo de YPF, Raízen, Tecpetrol, TGN, Ancap, BCG, ERM, Geopark, OceanPact, Pan American Energy, Pluspetrol, S&P Global, Tema, TGS, Peru LNG-Hunt, Rosen y otros. Los esperamos en 2028, en fecha y sede a definir.

Seguiremos haciendo de la colaboración la esencia de la misión de Arpel. Juntos seguiremos proveyendo energía con adaptabilidad y pragmatismo frente a los rápidos cambios globales. Y que cumplamos juntos, muchos años más.
